I have two data points. According to a "Light mobility systems missions, report no. 2203-927001" a Bell report to the US Army, the jet belt takes 10 weeks to learn and is similar to riding a bike. Presumably the learning curve would be similar for a rocketbelt. This number may be a bit optimistic.
From his first untethered flight to a clearly controlled flight was around two years. There may not be a typical learning curve, perhaps there was a problem obtaining high test peroxide, or the belt hardware was still under development of a myriad other reasons for the large gap of time between the videos being posted.
If you simply average the two numbers, it comes up to 14.25 months. I'm guessing it could easily be accomplished in a year, probably a lot less.
